Creative self-destruction without an exist strategy.

The issue of current civil war unfolding in South Sudan is quite disturbing and disheartening to some peoples who know better and have seen so much suffering through out their lifetimes. There is a need for us to truly examine our true moral compass as a Southern Sudanese if we intended to co-exist as a one nation, one people. This feel good slogan which tends to be tossed around in South Sudan media outlet by Juba regime cohorts without coming to term with the magnitude of the situation which has engulfed our country. For South Sudan to survive in the communities arena of nations we the citizens of this multiethnic group need to dig deeper in to our true moral compass because cosmetic solution to our myriad problem will just be a short term fix. We must stride to built a just society that is base and grounded in respect of our mutual differences rather then dwelling in traumatic past rivalry, which were nurtures on suspicious, bigotry, and tribal’s hatred. We must come to term with the 21st century world we living in and it’s not flat nor no man is an island.
If we can truly examine our achievement since we have seceded from the old Sudan most if not all of us Southern Sudanese are now regretting the secession by all mean our friends and foes alike included; because the very citizens who actually supported overwhelmingly the referendums vote for separation from the old Sudan most are in constant state of disbelieve given the magnitude of the current situation in which we found ourselves in after all the jubilation in July 09, 2011. If the ordinary citizen now know that the secession of South Sudan would spell such a disaster as we are currently experiencing most would certainly vote for united Sudan even if it mean being label a second class citizen in that united Sudan like it was once put at the time when the secession campaign reach pitch climax in 2010.

Before the initiation of the vote for referendum few individuals in the like Dr. Hassen Al Turabi, Dr. Wani Tombe were vocal and has off course forewarn us what was about to unfold if South Sudan is allow to seceded. however most people weren’t in the mood to listen to what they have to say because the fate of South Sudan was already seal it has to be decide through the ballot box. The intellectuals elites with in this newly found state were excite and in a rush against time taking all the short cutting there were in most of the steps along the way without being mindful of the huge responsibility the were about to inherited like the saying goes with more power come more responsibility it’s a delicate matter. 

After flag hoisting the ball was now rolling in supposable would be intelligentsia elites of the newly found nation which claim at the onset that the where ready to charter a new course for South Sudan in nation-building. As time proven nation building was daunting challenge as issues after issues were mounting on the leadership which were not prepared or incompetent enough to deal with such an issue and December 15, 2015 Nuer ethnic genocide that ensue in Juba is testimonies to all of how ill prepared South Sudan and its leadership were from the onset. As the international communities try to grasp with how to best deal the situation. As Intergovernmental Agency on development (IGAD) lead peace initiative in Addis Ababa Ethiopia was immediately initiated with the backing from United Nation Security Council. The warring party has been negotiating now for almost 2 years with no end insight. The never-ending peace talk in Addis Ababa has been dragging on for while no concert peaceful settlement that has been reach in order to bring about an end to the current conflict. it is quite clear both the IGAD and international body have done what they could; but more is require of them the need to act forcefully hold both warring parties into account in order to bring just peace to this tormented nation.

A TRUE DEMOCRATIC FEDERALIST GOVERNMENT SYSTEM HOLDS THE FUTURE FOR SOUTH SUDAN - AND WE ALL MUST BEGIN WRITING ITS NEW CONSTITUTION NOW!

After our long, hard years of war, it was upon. The Sudanese Transitional Constitution that our founding nation, South Sudan's, new independent government system was formed  
 If the tribally diverse people of South Sudan could work together to achieve victory in war, every one of us was optimistic that together we would be even more productive in peace, working together within our own government, ruling our own nation. We believed that in no time we would achieve great things and benefit our nation and all of our people. We would show the entire world that we were not war mongers and fools who would make the same mistakes of so many others; we would prove we were a responsible, respectable people. 
Instead in a very short time, our South Sudan government, formed upon a horribly inefficient constitution, (its very title was “transitional,” meaning just temporary,) that failed to achieve, even remotely the faintest dream that our people had long suffered to make a reality. It was a betrayal of every living South Sudanese and a betrayal of over two million dead citizens.  
Where is our democracy?! Where is our fair representation? Where is our future?   
Why were we such fools to have ever thought it might be any different? 
Our government leadership was born from the Sudanese People's Liberation Movement, a diverse and heroic organization that leads the rebellion in a bloody fight against the unjust Sudan government for so many years. After our victory, this same leadership of war attempted to transform themselves into legitimate leaders of a peaceful, efficient national government. 
Perhaps the skills of the best leaders in war seem very comparable to the best skills for leading a government in peace. But our leadership has proven otherwise. 
In war you only cooperate with your closest likeminded allies, for only your cause and your cause alone can be allowed to exist. Always you seek to destroy your enemies, to scatter them, steal from them, and destroy their supporters. And it’s only through victory that you reap real rewards. This mentality does not work in peace time. 
In truth it eventually motivates the downtrodden to return to war. For if a life of peace is only misery, and then the misery of war is no threat if it might offer more.  
Thus in less than two years after our declaration of independence, our new hopeful nation is mired in the old mentality and hopelessness of Civil War, with our citizens inflicting terrible crimes upon each other, murder, destruction, rape, stealing, etc.  Brutalities being inflicted upon man, woman and child. 
Not only is our national government failing to restrain this growing tragedy, but it is actively participating in promoting criminal activities that give advantage to our shameless governmental leadership. Perhaps this is our just punishment for our rashness to accept such a governmental system.  
We all hear people in our communities declaring that if only the leader they support gained control then everything would be resolved and we could all go on our merry way. These people are fools!  For anyone or any group that takes control under our flawed system of government,   will end up doing like their criminal processors, grabbing for themselves whatever they can, to secure their position and power, hoarding wealth, weapons, prestige, and benefitting only those who can benefit them. And soon they too will prove to be like the rest, “let the rest of the nation's citizens, and be damned!” 
So right now, whoever you support, you had best hope it benefits them to benefit you. So you can call these criminal leaders oppressing people other than you, heroes.  
The way we are going, no nation, no company, no individual will want to take the risk of significantly investing in our tumultuous nation. At best they will each want to just take what they can, as quick as they can and run. And our dictators will be happy to take what they will pay to do so, as quickly as he can. Meanwhile our citizens will wallow in poverty. 
I cringe at the very real possibility of us still waging our self-destructive civil wars and tribal wars for another hundred, even two hundred years from now. If that's really the best we have to offer, then we had best just fence off our nation and turn it into a wild animal preserve, with us as the wild animals.    
Perhaps what I say, offend a great many, but I declare the citizens of our nation and the people throughout so much of Africa, have the mentality of children. Yes children! Not only do far too many we live a virtual hand to mouth physical existence in Africa, but far too many of us choose to live a hand to mouth existence on our intellectual side too. Far too many think only of the immediate. We grab for ourselves whatever we can, mindless of the long term repercussions for others or ourselves. And likewise we willingly do the bidding of others who can benefit us immediately. The future be damned! If we gain now, why think about the consequences. What concern is the repercussions when it occurs next week, or in the next town, or next month, or in the next county, or next year, or in the next state. God forbid anyone seriously contemplating the whole of our nation or planning for where we could all be ten years from now. We are indeed too quick to act and too slow to think, now a days, even if it means poisoning our own well tomorrow. 
 In the west, manufacturers produce child proof caps on medicine bottles to protect children from opening it and unintentionally poisoning themselves. That is the same sort of logic we need to use in replacing our old government system. We need to produce for South Sudan, a “child proof “system of government under which our people and our children are protected and flourish into the future. 
To achieve a good future for our nation and our people, I believe a democratic federalist government system is the best choice. Unfortunately for those whom thoughtless obedience to a dictatorship is preferred, the more intelligent system of government I suggest involves actually thinking and participating by the citizens who are worthy of such a government.
This governmental system has proven to be an intelligent, durable and progressive system that can survive and thrive even through periods of extreme hardships. The world's oldest continuous government, for over 225 years, is built upon this system, the United States. And so too are so many of the world's greatest economic powers, and peaceful progressive nations. The majority of western nations have similar governmental systems, many using newer forms of the same basic democratic Federalist governmental system concept. 
No it’s not perfect, nothing is, and we are dealing with humankind after all. But it’s as fair, functional as we can hope for. The great British leader during their desperate World War II years, Winston Churchill proclaimed Democracy is the worst system of government there is, except for all the rest. 
South Sudan's existing government is structured in a similar fashion to a Federalist system, but it is obviously an absolute sham. But this existing structure will help us far more easily implement a true constitutional democratic federalist government upon its framework, creating fewer complications and less upheaval, which we seem so prone to.
The most crucial aspect of forming a good Democratic Federalist Government System for our nation is to first hammer out the complex details of an intelligent and far sighted national constitution, establishing not only the frame work, but the very heart and soul of a government designed to function to benefit the citizens of our nation.
In a cursory explanation, a true Democratic Federalist Government System, when it is properly constitutionally organized, creates a governmental system of Checks and Balances which tries to place power into the hands of those, who are at the necessary levels to wield it from the bottom up. Thus restraining the overreaching of corrupt power grabbers.

Although I am using America as an example, for I have lived here for many years, there are many versions implemented by many great nations that can also be used as models. Many are based on later evolutions of political thought, with some times dozens of political parties that must cooperate to achieve their goals. 
And let us be honest with ourselves, we could likely photo copy any of these nation's Constitutions and ratify it as South Sudan's own and our nation's people would be far, far better off than they are now.  
To do this in America the federal government is constitutionally divided into 3 branches.  
The largest by far is the legislative branch, which is a bicameral system of two houses. The politicians of both houses are elected by the citizens of their home districts and states whom believe they will best represent them and their needs. 
The lower house of the Bicameral, the congress, is much, much larger. Its number of elected representatives is based on each state's population size, divided up according to districts.  In this way regions with large populations will have a large number of representatives in order to better represent each citizen, ensuring the people have a voice in the government.     
The higher house of the bicameral, the senate, however has the exact same number of representatives from each state. This helps curb the favoritism that occurs in governments towards more populous, thus more influential regions, over others such as rural areas.  Whether it’s about taxation, trade, financing, etc. In this way the concerns of the citizens of every state in the nation can best be equally represented in the higher house. 
Any laws that are proposed to be rules of the land are presented as bills within both houses, which must gain a majority vote of approval within both. 
 In this way the politicians of both the congress and the senate must cooperate and compromise with each other within their own houses, in order to obtain the majority vote required to achieve what they, or rather what the people they represent, want. 
Through debate and rationality they negotiate, no matter how much each representative might hate each other, no matter from what tribe they might be from. In this way no extreme laws are made, only those that the majority deem proper and necessary and publicly vote for. 
Any bill the bicameral passes, comes before the nation's president next, who can reject it with a veto. However if both houses of the bicameral vote again, and each has at least a 2/3rds approval, it becomes law, despite the president's will. He cannot become a dictator. 
By working together these two houses can manage the nation's federal budget, the powers of taxation and spending, borrowing money and payments of debts, the minting of money and its valuation. It regulates commerce between the states and between the nation and foreign powers. 
It also advises and gives consent to presidential appointments, making it more difficult for a president to pack his administration with his likeminded cronies. 
This diverse group of representatives is responsible for official declarations of war and the support and regulation of the military. They cannot prevent a president from taking a military action on his own in an emergency, such as repelling invaders or suppressing insurrections, because there may be no time for debate. However if the houses disagree with the president's action, they can greatly restrict how long a president has to accomplish his goal, before soldiers  no longer receive pay and if necessary, their equipment, including bullets and fuel are  no longer replaced. 
The two houses can impeach and remove from office high government officers, including the President himself, for criminal activity.  
After which judicial punishment can follow, a threat that tempers any want-to-be dictator from over reaching.
If the politicians in the bicameral prove to be corrupt themselves, abusing the nation’s resources, wasting national treasures, unjustly raising taxes or any other unjust act, the citizens vote these bad officials out in disgrace when their term ends. They can even hold recall elections if they cannot wait for the regular election cycle to arrive. Hopefully then the voters will elect a more intelligent replacement. But in a democracy if the majority of voters endure a fool then a fool must be endured. 
But in this system it’s much harder for a national President to turn so many representatives of the two houses into his toadies, who obediently do his bidding, whether through favors or intimidation to make him a dictator, for they do not owe anything to the president for their office, the influence of it or their income from it.  Instead they owe it to their constituents, the citizens who voted them in and who will vote them out if they are bad.   
Another crucial branch is the Judiciary. A Supreme Court sits in judgment to interpret whether the laws of the land or actions of the government are in violation of the rights or responsibilities as stated in the constitution.  
Even issues brought to the attention of the lowest courts within a city,  can be presented to the next higher court in the state, then the next, until it reaches the Supreme Court  who make  the final decision.   
Its judgments include on how police make arrests, how testimonies are compelled from crime suspects, how evidence is handled, whether it’s being contaminated or falsified as evidence, how prisoners are treated and the uniform application of policies throughout the criminal justice system. In this way every citizen is equal in the eyes of the law, regardless of their race, religion, political beliefs, tribe, clan etc.

The final house is the Executive Branch the President. Not only is the president the single most powerful individual in the nation, but is the national figure head of the nation to the world over. Often, if your President is respected, your nation is respected. If your president is a sad joke then your nation is a sad joke.

In a time of crisis, whether imminent war or a natural disaster, action can be rapidly performed via the president without prolonged debate. But it’s at the risk of the President's own office, for an unpopular action during states of emergency can be very controversial. 

Because of human nature a single dynamic leader is needed to help keep the whole government moving. However one of the president's primary duties is executing the instructions that congress has made through its majority votes. 
The president as a nation's figure head can most readily engage with leaders of other nations in debates and sign treaties, treaties that the upper house of the legislation must ratify with a 2/3rds vote. 
The President can make certain appointments, which at times can be problematic. However many of these must first be approved by the bicameral houses.  
The President is also commander-in-chief of the nation's military. This properly makes the military subordinate to the civilian government.  In fact the members of the nation's military swears an oath of allegiance to the nation's constitution, to defend the nation against any enemies, both foreign and domestic.  They make no oath of allegiance to their leaders, not to the President and Commander in Chief 

Thus if  military or governmental leaders  violate the laws of the  constitution,  intelligently established to protect the nation and its citizens,   it is every military member's  sworn duty to safe guard the constitution by whatever means is required. To again make safe the constitutional law of the land.  Thus if the citizens of the nation are at risk of harm from their own military, then something is desperately wrong. 
To the office of president, one can only be elected to two terms in a life time. In America a single term is four years, however if the office is inherited from a predecessor 2 terms plus 2 years can be served, up to 10 years, no more. This time frame prevents a president from so consolidating power that he can become a dictator.

This also help prevents the president's subordinates from performing radical acts in support of any radical agenda, potentially sacrificing everything, with the prospect that by serving a life long dictator they will be untouchable by anyone, no matter their crimes. 

There does tend to be an unofficial fourth branch of the government which is referred to as the Administrative state. These are the civil servants that keep the day to day activities of government running, heading up important departments in charge of important aspects of keeping the nation running, building the nation, maintaining its infrastructure, manning its educational and environmental systems and so much more.

These civil servants and their jobs tend to not be directly influenced by politics, thus they can better use commonsense rather than heed the changing whims of politicians or outspoken voters. By making important decisions at the lowest necessary levels, they keep the nation moving forward. However they do remain subordinate to the other branches of government, therefore can be pressured to fall into line and be submissive.

Even so they have formed yet another level of governmental checks and balances, all be it unofficial. 
And so each branch stands as a separate power, able to exercise only their areas of specific responsibility. This prevents other branches from maneuvering to usurp greater power in an attempt to ultimately dominate and control all others. 
Thus for each to achieve what they want, they must actually cooperate together.
The powers that the constitution does not specifically give to the federal government, by their very exclusion fall to the governmental powers of the states. And those powers that each state's constitutions does not specifically delegate, by their very exclusion than fall to each county, and these by their exclusion will fall to each local governmental powers. 
Each state with constitutions of their own has a great deal of autonomy, defining their government’s role and its protection of its citizens from injustices.   The governor and the representatives within each state's government are elected by the citizens of their state and their individual districts within. Only the citizens of each state, by following the laws of their state can remove them.  
Thus the federal government is very limited as to how it can pressure obedience from state representatives. The national President cannot make a toady out of a state governor unless that governor submissively submits to curry favor. And if the majority of the state, both governmental and citizens eligible to vote, rather than ousting him, also submissively accepts his poor leadership.
This system also has a benefit of turning each state into a mini poetry dish of experimental democracy. Each is able to try their own theories and methods by passing different laws & liberties in an attempt to better their state's citizen's lives. In this way, when better solutions are found by one state, other states seeing the wisdom will tend to adopt it.  This actually accelerates the progression of a society.  State rights such as these, can be exercised just as long as they are not in violation of the federal constitutional.

However if the states deem the federal government archaic or out of touch with the transitions needing to take place to better represent the will of their state's citizens,  the nation's states can change the federal government itself. This is done by a significant majority of the states voting for the national constitution to be modified, in an effort to better everyone's life. 
Just like the federal government is restrained from getting too out of control so too are the states, every state is restrained from discriminating against certain groups or enacting unjust laws. For although the state's constitutions may not stop it, if the federal constitution opposes it then it is forbidden, for the federal constitution is in dominance over all others in the nation. 
That is another reason why a democratic federalist constitution needs to be so carefully written, for it is the Bible of each echelon of the whole nation's governmental system. 
An effective and intelligent federalist constitution outlines a nation's division of   sovereignty and powers, between federal and state authority. Permitting sharing in democratic thought and rules of law, but still keeping them separated, in a constant prevention of any governmental entity from becoming too powerful, for power corrupts and absolute power corrupts absolutely. 
This is what best benefits the citizens of a nation. For with a functional democratic Federalist government built upon a solid legitimate constitution,   the great many injustices against our nation’s citizens would face instead significant democratic repercussions. 
That is why I call upon the thinking citizens of South Sudan, the communities in the homeland and in diaspora, to begin the difficult effort of debating and drafting out the next, hopefully the last and finally a legitimate intelligent constitution of South Sudan. 
There are many constitutions the world over from which we can draw wisdom and inspiration from, for they too were formed only after long hard debates. There also exist numerous historical debates as to how to create a proper government from which we can draw wisdom and insight. 
If we fail to seriously debate the nuances and instead simply and lazily hand the raw, undigested thoughts of what our constitution should be, over to our political leaders to debate and decide, they will hotly debate what benefits them most. They will make back room deals; they will use intimidation and bribery. A great many promises will prove false. And ultimately a new constitution that is flawed and shows favoritism is all that will be created.  And when it is ratified, we are all to blame for our failure. And South Sudan and its fool citizens will rightly continue to be damned.   
That is why the diverse citizens of South Sudan, including the common layman must intelligently debate the countless and at times seemingly insurmountable issues that a diverse nation like ours that has a long history of volatile issues to address.
Issues that can only be resolved if we stir the waters of thoughtful debate and thinking to bring them to the surface in order to best strive to resolve them. This process will also make widely dispersed community come to better understand each other.  These debate groups must be diverse, different tribes, different trades, different regions, different educations and so forth. 
All in order to best establish the purpose and pillars of the new constitution upon which our newest governmental framework will be built. 
The diaspora have lived in “exile” in many different nations and have a great many different experiences permitting the most insightful of us to be able to step back and see our national issues from a new perspective, distanced from our old cultural biases. 
In this way we have perhaps the most world diverse and wise group of people any nation has ever had to debate and decide on a new intelligent constitution to establish our new legitimate democratic federalist government system. 
Thus it is our absolute duty to do our best to provide South Sudan a good future that is rightly deserved, if not by our present population than hopefully by our more deserving descendants. 
Unfortunately,   even if we create a perfect constitutional frame work, there may remain likely the highest hurdle of all, persuading our present national leaders to release their unjust, but very profitable grip on our government.  
It’s necessary to accomplish in one way or another, in order for a true South Sudanese Constitutional Convention to convene and not just another carnival show.   Permitting proper representatives to come together not under threat, proposing and finalizing the details and ratify, a finally effective democratic federalist constitution to usher in a new and better government creating a nation we can be proud of and respected for.  
To do this, not only do we need our fellow citizens to demand and cry out for a just government, but we need to ask and even plead if necessary, for the greater world to support us in our just cause. 
We need the East African Community Members of the United Nations to mobilize their influence on our behalf 
We, the SPLM/A Chapters need to lead the way in calling on the many nations in which we live to help, such as America, Canada, Australia and England and all the other European countries and places around the world where we live. Calling on IGAD countries, the International Community and the United Nations 
And we need the United States, its government and its people, who have invested billions of their tax dollars into aiding South Sudan, in hopes of our success. 
We need to rally this vast array of help in order to expedite the facilitation of that necessary constitutional convention by the representatives of South Sudan. We must ask for help but we must lead the way, we cannot stand aside and let others try to do what we should all be doing just so we can blame them if it does not succeed. 
Yes, at such a convention there will remain major obstacles and unresolved issues that only compromising and final ratification votes can resolve. But through our efforts to intelligently hammer out as much of constitutional details as possible will permit our representatives at the convention to focus all their efforts on resolving the real issues, instead of wasting time & patience on minor often old disputes. 
For those committed instead to revenge, and not to the betterment of all the citizens of South Sudan, rather than speak of the need to commit ever more hostility yet hide in foreign nations, should return home now and fight on the front lines of the civil war. 
It is with optimism we must believe our citizens can lay down their weapons at long last, and take up the mantle of citizens of a peaceful, progressive and productive nation that can functionally proudly amongst the civilized world. And it is for that day we must all strive to achieve. 
For the rest of us, in diaspora and at home, we must not become discouraged. Although we are dealing with the real world with very flawed real people, we can still create a world that is so very much better than what we have ever achieved before.

SPLM/A a party whose bedrock principle is base on mistrust, animosity misconception, deception, and then divide and rule.

Since it inception from patchwork rage tag guerrilla movement in 1983 after the fail 1972 Addis Ababa peace agreement. SPLM/A was and has never been a cohesive force to begin with it was bunch of loosely tribal militia whose allegiances laid with their tribe. Its rank and position where award according to majority of each tribe present at the time of each convenience. The founder of SPLM/A Dr John Garang was absolutely brilliant in manipulating each tribe against the other ceasing on the tribal rivalry and also at some point in time employing tribes very own son to coerce their tribes into join the armed rebellion in order to have the man power to wage the arm struggle. This practice also has encourages fierce competition for position because people begin to have the perceptual notion of military rank as a way to privileged elite classes within the society. Even soldiers and commander committed horrific crime against humanity because with weapon in their hand instead of being view as a liberator by the masses the instead became the oppressors. In the 1980s as the loosely rebellion begin to establish chain of command. they work tireless to build up the rag tag guerilla movement from the ground up organizing it political wing to run it propaganda campaign and recruitment. SPLM/A has a abysmal human right record. since its inception most of those in leadership position now and those that have decease have committed heinous crime unimaginable in South Sudan. The employee barbaric tactic of child soldier for recruitment; however at the onset the movement chairmen Dr John Garang did his homework he told those in higher command to go to their home land to talk to their tribal chief to conscript male children to be taken to school in Ethiopia so many kids were taken away from their parents a huge number of them lost their life through the infamous exoduses from South Sudan to Ethiopia on foot.  Most of this children where 5 years of age to 18 years old. When the children reach Ethiopia there wasn't school like the chairman had promise. These children were organize in kind of military formation like the Hilter youth instilling militaristic mindset so the became recruiting farm. As the war intensify  the use of Child soldier became the norm in the movement even update I can not claim it has change because I was there from its infancy until I left in 1992. When the fighting intensify the sector of operation were breakdown into zonal area of command manning by Lt colonel at the helm as the zonal commander. these zonal commander had so much autonomous granted to them they can kill anyone at their own discretion no question ask. Most of the current leadership occupying the top post in the government of South Sudan had murder or betray so many of their fellow comrade some time because fierce rivalry for position, tribal affiliation or just to save their own skin from whatever case the happen to be.
During the arm struggle death by firing squad was the norm any mistake made by individual be it’s the slices carry a huge penalty. if one happen to find himself in the wrong hand for instance if the area commander happen to be from rivalry tribe. So many outstanding men and women perish in the hand of their fellow brother due to this negligent and poor leadership no one dare investigate how and why let alone court martial anyone for the wrongdoing.
At the time as the conflict was wreak havoc the whole region rumors and deception where becoming a parcel institutional principle within the movement the most famous one would be during the 1991 internal split with in the movement. So much smears campaign  were pump through public sphere just to tarnish Nasir faction position. Even though the fellow were just trying sparked a sincere civil discourse on what it that the people of South Sudan are fighting for? Last one would be the 2004 rumor which nearly rift SPLM/A apart again when the current South Sudan accidental president Salva Kiir heard the word on the street that Dr. John Garang is working on removing him from hierarchy of being the second man in command. This rumor set up unprecedented bad blood between him and his longtime commandant. The evident to this crises can be found in Minutes of historical SPLM meeting in Rumbek 2004 at this meeting the whole dirty laundry of the Marxist-Lenin movement rant out for all to see.
The current unfortunate crises which is unfolding today in South Sudan is just the same old animosity, bigotry, and tribal rivalry resurfacing itself; because its was not manage well due to visionless leadership occupying the helm. Individual like Dr Riek Machar had labor tirelessly to undo the wrong in the party to strengthen its vision and mission from Marxist- Lenin leadership style it once was to spur in democratic transformation process. Hence these cheer initiative fall on deaf ear because a huge numbers view democracy as a threat to their establishment.

The International community toothless threat or feet dragging in getting anything done speedy or the lack of detecting the loom disastrous situation which was bounce to unfold is a part to blame. So many analysts even the ordinary citizens had long saw the writing on the wall of situation most had been screaming so loud but to availed no one hints to their concerns. Until it was too late to reverse the trend; hence to so many people surprise was with the unexpected betrayal u turn by the entire international communities on democratic principle they always harp on in any public gathering but at the very hours of needed throw their support on dictator. Unequivocally stating that they will not allow nor endorse an overthrow of democratically elected government by force this statement speak volume its embolden the regime beyond reasonable doubted. Impeding any room for dialogue let lone trying to find solution to already deteriorated humanitarian situation on the grounds. 
this crises has reaffirm beyond reasonable doubt the already perceptual notion. The uselessness of African Union(AU) and Intergovernmental Authority on Development(IGAD) as a laps dog of western power working hard to win their approval just to be awarded with aids. 
The companies once keep say a lot about who you are and your intention. The close friendship brain-dead Salva Kiir and Museveni of Uganda forge is quite disturbing. Museveni who has been at the helm in Uganda for 29 years as its president speaks volume no one dare question anything he say let alone challenge his authority. he has dominated everything in Uganda from daily way of life to policy anyone who question disappear without a trace no question ask. This is the same policy he is trying to import into South Sudan. In 2011 when I had the privilege of visiting South Sudan I had the opportunity to witness flag hoisting on July 9, 2011. I was so proud as a citizens of this nascent state it has been long time coming recalling all the massive sacrifice paid by our martyr. The day before flag hoisting Museveni came to Juba a day early before other head of states arrival for celebration but the biggest shock was he came on convoy from Uganda to Juba via Gulu-Juba road. I being a faithful citizens of that country I protest to my friend telling him that its out of international norm for another head of state to convoy to another sovereign state even with or without prior notice they must flight in. however my friend reply dude Museveni had been doing this on numerous occasions. he act as if he is the de facto head of state in South Sudan. upon hearing and seeing all this I was dishearten about what is or was about to befall us in South Sudan. The Uganda dictator Museveni has been a thorn in east Africa and the greater lake region sponsoring terrorism the like of M23 composites of fragmented rebellious armed groups waging protracted war against Congolese central government. These armed groups have create so much wreak havoc in eastern Congo Kivu province employing sexual violence as a weapon, starvation and disease were rampant. These arm element are manage and armed by both Uganda and Rwanda with the intent of protecting the right of Tutsi minorities and securing their national interest. Congo mineral rich country in the world is absolutely reduce to nothing. Its citizen suffer from  abject poverty, Post Traumatic Stress Disorder(PTSD) and sexual violence while the thugs roam the street and lush hill of Kivu robbing this rich nation of its infinite resource Gold, diamond, Charcoal as a mean to finance their murderous rampant. Museveni is no dumb he is a smart tactician facing Lord Resistance Army( LRA) lead by Joseph Kony for the 20 years armed rebellion to bring about justice to Northern region of Gulu which Uganda People Defense Force(UPDF) have wreak havoc under the instruction of dictator Yoweri Museveni demonizing the LRA as a terrorist groups while the UPDF were the one carrying out atrocities. What the outsider do not know is Museveni instigate most the atrocities in Northern Uganda for the seek of soliciting international aids to advance his lunatic ideology of trying to impost himself as a key player in region. He orchestrated the ascension of the current Rwanda government from a rebel movement to what its today a viable functioning government. Rwanda president Paul Kagame use to be his lieutenant. 
Yoweri Museveni working on trying to posting himself as regional key player once again adjure on mentoring and advising accidental baffoon Salva Kiir on how to consolidates more power. This process has been going on behind close door no one took the slice notice of this plan. The accidental president has nearly outsmart all of us or else may be he is being use and he just doesn’t have the slices of clue. Kiir talk to Musevein nearly on daily base on what to do and how to go about executing it. On July 9, 2013 South Sudan independence day celebration so many foreign dignitary come to attended the gathering among them the Lucifer himself Yoweri Museveni upon being welcome to the podium to say some word Museveni unleash a barrage of belligerents speech relentlessly attacking vice president of another sovereign state in front of the whole world. The entire media house in South Sudan converge on the comment like vulture trying to devour a prey; but nonetheless the have to reason to because it was uncalled for and indeed deliberated attack on a dignity of South Sudan as a nation  
Accidental baffoon Salva Kiir regime and his cronies truly dominated the media wars during the entanglement; because the opposition wasn’t prepared about the ordeal nor does any of them envision event happening at all. Media house foreign and domestic alike descent on South Sudan trying to cover the event. The government propaganda machine  ceases on opportunity to unleash barrage of one sided story until two to three day later when reality begin to kick in. when foreign media start to interview survivor in United Nations Missions in South Sudan(UNMISS) compounds the storied were all compellingly the same one ethnic tribe being targeted which categorically signify it as an ethnic cleansing in Juba. To foreign media house surprise majority of the inhabitants in compounds were Nuer ethnic tribe. Again on same day the late Dr John Garang widow Madam Rebecca Nyandeng spoke about the ordeal solidifying evident. The media house machine like Chimreports, Gurtong and Radio Tamazuj deem upon themselves to pump out misleading information portraying government side of the story. On the other hand Upper Nile Times and South Sudan News Agency adjure on trying to stride the right balance of trying to convey the reality on the ground to outside world.
To so many a ordinary African citizens who have ultimately pay dearly on the so called liberation struggle. The ushering of an independence states were greeted with the utmost excitement. So many pin their hope on a new beginning. After the collapse of Soviet Union and  apartheid government in South Africa in 1994 a new and different kinds of threat emerge in Sub Sahara Africa. Beforehand the threat was contents into one geographical space but now its elusive just like virus hiding in plain sight. After apartheid south Africa collapse a majorities black South African dominate the government, but if one dig deeper the economic of that nation which is the lifeblood of the country is mostly own by formerly racist South African. The country had not change a bite all of the already establish status quo were maintain. the white minorities segregation themselves into well-off enclave an islands within the sea of abject poverty. The formerly apartheids South Africa army rank and filed disintegrated some stay on the armed force to service other either left the country for Australia, Canada, and European countries. Some adjure on other lucrative business venture like armed dealer, Executive Outcome aka mercenaries. So many rumor swell around that he was going for medical treatment due to sickness other say he impregnate a youth in Kator catholic cathedrals he regularly attend Sunday church service and try to cover his trek which he did superbly. Hence if one dig deeper the extensive travel trek to South Africa, Uganda, and Kenya come to life in December 15 2013. It was after all a dealing signing in anticipation of what about to happen.
All in all the never ending political turmoil in Sub Sahara Africa countries has been a constant major headache to tackle; because when outsider interfere in any internal affair its usually complicate things up. They always do not have a grabs on historical fact of situation let alone the cultural aspect most if any are usually there to secure their national interest. Africa infinite resource has been plunder every since the scramble for Africa up to date. Any son of Africa see as a visionary and capable leader that will spearhead change and progress is usually murder in cold blood by these cunning colonial masters using it puppets an embedded indigenous to implements their proxy war which usually end up with devastating consequence for the locals population and the whole regions.
South Sudan has been at war every since it inception from a non state actor then now to recognizable states in the world communities. Its citizen has been yearning for peace and stability; but this dreams is still elusive to grabs. The people of south Sudan have been and have gone through so much during the liberation armed struggle no one among it sons and daughters should every forget the enormous sacrifice paid both in blood and materials by the inhabitants of this land.

South Sudan ain’t no country for grumpy old men

Why should self appointed or outdated politician be allow to disrupted the natural follow of things in the country; nevertheless even thought the masses has hint on not catering to their ludicrous ideology. In the light of on going political bickering in the country orchestrated by this unscrupulous politician with their like minded cronies thinking that they can impost their will on what the think and see fit for the whole country holding us hostage is unacceptable. We us a people of this newly independence country have an obligation to always question authority, because it is our in alienable right us a human being. We can not no longer afford to just follow opportunistic individual because they come from the same clans, tribe, or region as us. South Sudan ain’t no place for grumpy and out dated old men. according to the national bureau of statistics 72 percent of South Sudan population is below the age of thirty and only 5 percent of the total population is fifty five years of age and above. the recent event which has just took place and is still on going in south Sudan can be attributed to ignores within the leadership of SPLM which is occupy by this a bunch of selfish grumpy old men. lack of clarity of vision for what our people had bitterly fought for during our long struggle with Arabs Islamic regime in Khartoum. The president of the republic Salva Kiir has set the country on the wrong path which will continue to hunt us even for decades to come. Its hard to fathom the magnitudes of this entanglement and how to disentangle it. The president has fail us on numerous occasion to raise up to the challenge of uniting the people of already polarize country. One through the highly anticipated reconciliation process which was welcome by all. Second failure to allow democratic transformation to place. Given situation that we just got our independence within just two years time instead of hammering harmonious chorus on most of his speech Mr. president has continually preach divisive politics which continue to already widen gap within the multiethnic country like ours by remaining people about long gone 1991 Bor massacre. As of right now thing have got out of hand and if the current indicating trends of what is going on in the ground continue like its. south Sudan would disintegrated into fracture nation with the like of Somalia and Congo. Unifying it would be piped dream people would not travel or visit each regional enclave thug would roam freely. whoever will take over the presidency even if the international community try to hold things together will have a limited access and power. 2013 will always go down in South Sudan history as a period in which those who claim during the liberation years that the were freedom fighter, fighting to liberation their people from the yoke of tyranny and Islamic fundamental, but turn out at the most pivotal moment in our history to only have pay lip service and stab people struggle on the back by impeding democratic political transformation process to take root.

Is tribalism the root cause of our problem or is it lack of visionary leadership, common national identity, classes warfare or political maturity within the elite circle?
Every since each an every one of us came into existent we are born into a family than sub clans, clans, tribe, nation, and region. We didn’t choose where,, what, how or who we are to become neither should we denied our identity. Our cultural diversity need not be precept as a source division and contempt but rather us a source of unity and strength of the nation. The current political situation in south Sudan require detective scrutiny because we need to differentiated between empty political rhetoric from unscrupulous politician pitching to service their self interest or those of their cronies rather then putting national interest before one self.
First let me begin with the definition of leadership is, influencing people, by providing purpose, direction, and motivation, while operating to accomplish the mission and improve the organization. Influencing means getting people to do what you want them to do. It is means or method to achieve two ends. Operating and improving but there’s more to influencing than simply giving orders. The example you set is just as important as the words you speaks. You set an example, good or bad, with every action you take and words you utter, on or off duty. Through your words and example, you must communicate purpose, direction and motivation.
The current breed of SPLM leadership have a abysmal record when it come leadership some time it prompt one to question. where in the world did they learn about leadership or where and who train and mentor them  in their bush years. Where they even taught the proper leadership style or they where just tool to achieve end result total liberation of South Sudan. If that was the intended purpose of Dr Garang was he intending on running independence South Sudan with such a rotten breed or was he trying to phases thing out. Liberation first with mayhem and then better leadership training afterward when the dust settle.  However, all in all the crops have utterly fail the people of south Sudan to deliver on their peace dividend of hard won freedom.
One things is abundantly clear no matter who take the helm of our country leadership in near future. They will inherited a fracture nation polarized along ethnic line, myriads corruption, unfinished CPA issue with Khartoum regime. Plus building a long lasting relationship with neighboring countries and the ever eroded relation with international communities will require an steadfast hand of skillful diplomat. Uh It will be an steep hill climb for whoever; nevertheless I feel pity for the poor buster; but at least like Jedi master Obi-wan Kenobi use to say may the force be with you, because they will need it.
Nevertheless all is not doom this crises offer and could spell great opportunity and a disaster if the skipper of this sinking ship do indeed rise to the occasion by managing people expectation and enlisting their help in where unique expertise and knowledge the have in all field having done so. That individual could have an everlasting impact in South Sudan history for a very long time. He would be in the like of Abe Lincoln, Martin Luther King Jr, Winston Churchill, John F Kennedy, and Nelson Mandela this extraordinary giant of history rise to occasion when the needed arise. The situation people were in at their time require extraordinary measure because things were at rock bottom. The provided hope for the peoples when all is gone. Their word has far reaching influence then any one could every imagine. Here are just a few famous words utter by this giant to captivated peoples imagination to believe in something bigger than themselves.

Also in the eve of allied invasion of Nazi Germany to bring about the total liberation of Europe under third Rich has nearly end in complete failure if it wasn’t due to cheer tenacity of ordinary citizen soldier under the right leadership of General Norman Cota. Let us go inland and be killed” then from that on those confuse and exhausted troops sum up the strength to fight on an liberate all of Europe from the iron grip of Adolf Hitler.
In South Sudan rising to the occasion will require bold step timidities or mediocrity will and can not do. The individual yearning for top post has to willy-nilly know from the gecko that I might have to step on peoples toe regardless big or small, friend or foe to get thing done and in the right direction.
Stuff like hotel accommodation must be terminated with immediate. The sense of entitlement mindset some people acquire during the busy years believing that government and other fellow citizens should crater to them because of their lost years the had spend fighting in the busy must be erase in order for us to built a vibrate and viable democratic state. Public official having their families residing aboard in neighboring countries should be advise to bring them back home to South Sudan if the intent on keeping their job. The only exception would be to those whose families are residing aboard in place such as North America, Europe and Australia because folk in those countries has a way and mean of supporting themselves but if individual on those mention countries are ever employee an eye should be keep on them incase they would try to practice corruption. If the were caught doing such an act the should be prosecuted for any violation of law. Support for local private entrepreneurs should be amp up by making environment conducive for private sector; because its private sector that is the backbone of any national economic strengths. Lastly government should devise a plane to create a deter for foreign business by giving a upper hand to local businesses. Executing the above mention tasks would be daunting task; but the are the right receipt for success and realizing our hard won peace dividend. The next individual yearning to step in to the top job in world newness state has to consider them if the want to have a rendezvoused with destiny.

United States Foreign Policy towards Sudan

Sudan is a country in dire need of foreign policy support from the international community, particularly the United States.  Sudan is in a constant state of crisis, and the current U.S. Foreign Policy towards Sudan is limited and possibly slightly reluctant.  The overwhelming violation of humanity in Sudan has just recently bgained headlines in America, but little aid has followed.  This paper addressed multiple public policy opportunities to ease the crisis in Sudan and raise peace for the victims of this country that is torn with violence.  Through public policy effectiveness, equity, and efficiency the political feasibility of each policy alternative options is assessed. 
Background
Sudan is the largest country in Africa with a population of 39 million it measures about one fourth the size of the America.  Sudan’s population demographic is comprised of various ethnic and religious groups, and historically it has been very difficult for each ethnic group to get along.  The most prevalent distinction in Sudan’s ethnic division is the predominating Arabs/Muslims of North Sudan and the non Arabs Animist/Christians in the southern region. Sudan is a country blessed with abundant natural resources including petroleum, gold, copper, zinc, mica, silver, iron ore, chromium, tungsten, and hydropower.  However, due to civil unrest and corruption in the government Sudan’s resources are no being utilized towards economic development.  The poor money management and resource distribution has caused Sudan to develop more slowly hindering economic, political, educational, and occupational growth.
Sudan gained independence from the British in 1956, and since that time the country has had only one democratically-elected leader.  In 1989 a coup d’etat took place and overthrew the only elected democratic elected leader Sadiq Al Mahdi.  The coup was architected by a national Islamic front to enforce Islamic ideology like sharia (Islamic law) in order to influence and control all regions of Sudan and the neighboring countries.  All other leaders came to power through a coup d’état corruption, and mismanagement of country resources soon followed.  Since Sudan’s independence in 1956 there has been only ten years of relative peace between 1972 through 1983 because of the Addis Ababa agreement in Ethiopia. This agreement was to end the first civil war; however, in 1983 war broke out again caused by south Sudan because of the introduction of Sharia law in the country.  Southern Sudan felt disenfranchised and fought to seek autonomy for the south Sudan. 
Problem Definition
Sudan has been in civil war for over thirty six years of its independence with nearly two million dead, four million internally displaced, and 500,000 refugees.  The people of Sudan have spent these years in brutal hardship undergoing slave raiding, aerial bombing of civilians, attacks on humanitarians centers, plundering of aid supplies by both the government forces and the rebels.  The government uses food as weapon and means of control to subdue the local populations, force displacement, and interfere with religious freedom.  All of these unspeakable crimes against humanity are a constant battle in Sudan with multiple accounts of each heinous crime occurring almost daily. 
In 2003 another war broke out in Darfur, the western part of Sudan, which continues to cause a huge out cry from the international community since little has been done to avert the human suffering.  There is also a war in eastern region of the country as well that causes unspeakable violence.  All of these regions with instability are fighting for equality because they feel that their region has been neglected by regime in Khartoum.  Khartoum has been known to be involved in supporting international terrorism since 1990 harboring the world’s most wanted terrorists such as Osama bin Laden and Abu Nidal.  The terrorist' hidden lives in Sudan provided them with training facilities.  This has caused the United States to put Sudan on the list of countries sponsoring international terrorism because in August 1998 the US embassy bombings in Kenya and Tanzania were carried out by an al-Qaeda operative trained in Sudan. 
It was not until 2005 that hope arrived in the country when the southern rebels and Khartoum regime signed the Comprehensive Peace Agreement (CPA).  The CPA is designed to shake both sides (rebels and government) which always accuse each other of breaking the peace treaty.  This is likely because the Sudanese government is known for dishonoring so many other peace treaty agreements in the past.  
Policy Alternatives

Regime Changes
Regime changes occur when a forcible overthrow of another nation's government by outside intervention, especially when the targeted nation is regarded as politically unstable.  A regime change has never occurred in Sudan because there is no outside authority willing to involve in other country sovereignty except the regional indigenous people within Sudan who are fighting with their own government in attempts to change the regime and end the human suffrage and exploitation. Regime changes in the past have proven unsuccessful on a mass scale.  There have been minimal regime changes in Sudan since its establishment as a country.  Changes have occurred through a coup d’etat, orchestrated by a few religious groups. I think that regime change could be a positive development for the country and this part of region as a whole it has to happen to alleviate the human suffering in the country because give the current situation there is no hope for just peace in Sudan if the same authority with the same ideology is still grabbing on to power.  Regime change has to occur if the international community said that enough is enough to the human right abuse and suffering of the people. They would have to build a coalition force and invade Sudan then establish a coalition government that would including all the people of Sudan instead of selected few running the country.  
Effectiveness 

Effectiveness of stable and positive policy development would be evident through the relative peace and economic growth in Sudan and the neighboring countries.  Currently countries like Uganda, Ethiopia, Chad, Congo, and Eritrea are experiencing financial deficits and halted social and economic growth because of the numerous refugees that have been forced into these nations by war.  These neighboring countries can not afford to accommodate large refugee populations due to the civil unrest in the countries caused by hostile outside rebel forces who are trying to overthrow the governments in attempts to attack the refugees and those who support the refugees’ cause. 
In the case of Uganda the rebels called the Lord Resistance Army who are fighting to overthrow the government.  This rebel group is being provided safe haven by the Khartoum regime to create instability in Uganda because Uganda is supporting the Southern Sudan rebel.  Recent incidents by the Sudanese government in the last few months occurring in Chad the Sudanese government armed the Chadian rebels and supported them with helicopter gunship marching to the capital in order plan and carry out a coup which caused a week of brutal fighting. 
Implementing effective policies can also bring end to the horrific human rights abuse of the ordinary citizens since a majority of innocent civilians are consistently wounded, caught in cross fire,  or detained, questioned and tortured if the government suspects them of being or becoming  rebel sympathizers.  Regime change can eliminate Sudan from becoming a breeding ground for Islamic fundamentalists, and attempt to put an end to political opposition brought on by corrupt influential political leaders who promote terrorism and a form of control and leadership.           
Efficiency

A regime change could be efficient with the support of large marginalized areas that are unsatisfied with the way the regime has caused underdevelopment of that part of the nation.  Gaining alliance with these areas would provide additional support for change as well as a potential source for resources. The marginalized areas like Abyie region which is hotly contested by both the government and the newly form Southern Sudan authority because in Abyie the Dinka Ngok residing there lay claim to the area but they are siding with the south and during the dry season the Messeriya Arabs a nomads from the north often migrated to this region to bring their livestock to good grazing ground and water. They are also laying claim to this area too but favoring the northern authority. The Nuba Mountain is also another hot area because during the war it people were brutal abuse by government forces because they resist submitting to the regime ideology of islamization. Also Blue Nile region is one of these areas it underdeveloped and people are neglect by the regime. Also not to mention Darfur and Southern Sudan who are bitter enemy with the regime so all this marginalized region would support regime change with out any doubts.       
Equity

Equity with in the regime change can be seen through the equality and freedoms of the people when there is no more suffrage caused by government and religious suppression.  This could benefit all citizens regardless of what side they were on because there would be justified order.  If the leadership of the nations is ruled by elected individuals it could be a new beginning for the whole country to clean up the old system and build better Sudan for all where human rights, freedom, democracy are safe guarded.

 Regime change is gaining political feasibility because countries around the world have gained awareness about the Darfur crisis and the killing of innocent civilians.  In 1994 when the Rwanda genocide occurred the world stood by and watched the crime unfold before our eyes.  The world view towards Africa and the refugees has changed from viewing those griming pictures of the 1994 genocide, and ordinary people and Untied Nations vowed to never let such a terrible crime happen again. Unfortunately, the politicians in Washington fear that invading another foreign nation would not be a good idea because of the current situation in Iraq.  The United States has chosen to focus on domestic policies instead because of the over cost of the Iraq war.  However, a shift in thinking could solicit the regime change as feasible because it could be seen as a part of the war on terrorism.  If Sudan is seen as the sponsor of the most wanted terrorist, invading this country to bring democracy could help U.S. terrorism opposers and bring stability to the nation.  The most important element in the plight for political feasibility for a rigme change in Sudan is because it would bring forward the preservation of basic human rights.  Restoring the dignity and respect of a nation is the roots of upward economic and social development.  This would allow Sudan to make a significant contribution to the rest of the world in the form of a concrete government and economic enterprises which would allow other nations to engage in trade with Sudan.   
Sanctions

Sanctions are a coercive measure used by a nation or group of nations against another as a penalty for violating international law or international norms.  In October 1997 the United States imposed comprehensive economic, trade, and financial sanctions.  In 2004 the United Nation Security Council imposed an arms embargo on the Sudanese authority individual groups like the Janjaweed militia, but the regime figured how to out smart the sanction.  In 2005 another sanction was imposed, but time it allowed a traveling ban on the Sudanese officials and assets freezing.  The United States was primarily responsible for sponsoring most of these sanctions, and other western nations soon followed.  However, on the international scale two powerful nations, China and Russia, side with the Khartoum regime by protecting it from server sanction.  China and Russia   threaten to use their veto at the Security Council which would create greater economic hardship.  Additionally, the Chinese and the Russians are involved in selling weapons to Sudan despite sanction imposture efforts. 
Effectiveness 

Sanctions could be a positive solution because it will stop shipments of weapons, illegal trading, and violations of international trade embargos.  The financial resources coming in from outside countries like Russia and China boost the Khartoum economy, but sanctions that come with harsh penalties for violating the mandates would weaken the regime.  The regime would be isolated and would have difficulty importing weapons.  Sanctions would crack down on violence and cause financial insecurity so that the terrorism could not be funded so easily. 
Efficiency

In order to have sanctions be a vastly efficient aspect in foreign trade policies the Chinese and Russian governments would also need to remain in compliance with the international community.  To enforce the sanctions the international community would need to implement concrete policies for trade and the violators of such agreements.  Additionally, it would be likely that there would have to be some sort of incentive to sway the Chinese and Russian governments to fully comply with the international community.      
Equity

Equity can be produced from these sanctions in a financial perspective.  All major industrialist countries have companies that are doing business with the regime.  Punishing these companies through fines would cut off the strong financial ties with the regime and make it more difficult to sell and trade destructive weapons.  Also, the monies occurred from the fines of the sanction violators could go towards humanitarian relief funds.  
Political feasibility

Sanction is not politically feasible because a lot of countries specially the Chinese and Russia are deeply involve in Sudanese affair to certain extend they are the party to the conflict it self because they are selling arm to Sudan fueling the genocide plus China is big partner in Sudan oil exploration sanction would not be welcome by them and even if it is pass enforcing it could be hectic.  Also for instance the United States imports a bout 5000 tones of Gum Arabs from Sudan annually.  Gum Arabs is used in many common manufactured goods which act as an emulsifier, flavoring agent, and thickener in both food and pharmaceuticals.  Gum Arabic is also used in the newspaper and magazine printing process, allowing ink to better stick to the paper while keeping it from smearing, as well as protecting the printing plates from oxidation.  There are many other countries like Chad, Cameroon, Nigeria, and Mexico but Sudan gum Arabic has the highest quality in the market.  United states Companies that rely heavily on gum Arabic import have lobbied to exclude gum Arabic from the sanction. These companies were able to applied for licenses to import gum Arabic, which may made the sanction on Sudan invalided. 
Peace Agreement

A peace agreement occurs between two hostile groups, country, or government, to end war or civil fighting.  The Sudanese government is known for dishonoring many peace agreements.  The 1972 Addis Ababa peace agreement failed when it was not fully implemented was then overthrown in 1983, and from that point on the new government did not recognize that peace agreement.  The 1996 Khartoum peace agreement was dishonored by the regime and in 1999 the Egypt and Libya peace initiative was launched trying to diffuse the conflict and bring the warring parties to negotiation table.  The 1996 peace initiative was also later dishonored because there were no international observers involved at the signing. 
Effectiveness 

Creating peace agreements could be effective if the government and rebel forces respected each other enough to honor it.  Unfortunately, given the past character of the regime it is very difficult to assume that the peace treaty could be honored.  To ensure adequate effectiveness there would need to be a system of checks and balances to ensure that the peace agreements were being continuously and properly implemented. 
Efficiency

The international community could ensure efficiently of the peace agreement by closely following the interactions of the nations that created the treaty.  Increased involvement and pressure from the international community could persuade the warring countries to honor the peace agreement. 
Equity
Equity in the peace agreements would be acquired for all citizens of both warring countries.  The people of each nation would not need to live in fear of hostile fire and in terror brought on by the war. 
Political feasibility

Peace agreements are politically feasible because the treaties do not require significant amounts of energy and resources.  Peace agreements are less expensive than the cost of warfare, and the subsequent effects of cleaning up after war.  If the peace agreement is achieved it could bring stability to all of Sudan.  The (LRA) Lord Resistance Army of Uganda who has been in hide out in southern Sudan would be force to rethink their cause for war.   
Peace keeping force

A peace keeping force is a way to help countries torn by conflict create conditions for sustainable peace.  The regime in Khartoum has always rejected proposal for any peace keeping force to be sent to the war torn region of Darfur, or any other part of Sudan.  To enforce this notion in 2005 after the signing of the Comprehensive Peace Agreement with the southern rebels the United Nation unanimously adopted a resolution for 10,000 troops to Sudan to monitor the peace accord in the southern part of the country. The Khartoum regime is taking a devastating approach in the Darfur situation.  The government initially opposed peace keeping forces in Darfur, but under pressure from the international community, 26,000 hybrid peace keeping forces have been deployed to Darfur.  These forces are under equipped because they rely solely on equipment donated to them from developed countries. Additionally, the government interferes with their jobs making it difficult to do much of anything.  The UN Security Council has adopted a resolution 1769 to give the peace keeping more power.  Resolution 1769 stated that the force is to be under the United Nation because prior to that they were under the African Peace keeping force.
Effectiveness

Peace keeping forces would be effective if it would enforce peace agreements, promote positive alliances, and end human suffrage and ruthless killings of innocent civilians.  However, implementation of properly trained and adequate peace keeping forces could raise concerns for total economic effectiveness and would require support and substantial sponsorship from the international councils and communities. 
Efficiency

Peace Keeping Forces when adequately trained and equipped would be an efficient entity, but there would need to be initial improvements that would prevent Sudanese government officials from interfering with the work of the peace keeping forces. 
Equity

Peace keeping force would operate as an outside mediating force to ensure laws are followed that would provide resolutions to the conflicts. 
Political feasibility

Ending the devastating crisis would in turn give the peace keeping forces project politically feasibility.  It would create unity of the international community and it would help develop stronger alliances and better reputations.  Cooperating to solve problems in Sudan could also lead to bigger global involvement in other impoverished countries as well. 
Conclusion

In consideration of the regime change, sanctions, peace agreements, and peace keeping forces my analysis concludes that no above option is superior in actual correction of this chaos would likely come from innovative new plans and a collaboration of all options presented in this essay.  
Sanctions have historically been ineffective because of Chinese and Russian undermining.  The peace agreement option is attainable, but a much too slow process for both parties to come together in negotiation.  Additionally, implementing the peace agreements has been proven difficult in the past, particularly with so many disregarded agreements.  It would be difficult to enforce peace initiatives at this point when there have never been consequences to the regime for violating them in the past. Creating and implementing peace keeping forces does not look pleasing to would require significant international planning, cooperation, support, and financial contributions to complete this plan. Regime change is likely the best source of corrective action to be attributed from this essay.  The Khartoum regime has major ties and operations all thought Sudan as well as cooperative international forces.  Their power is vast and strong and it would take massive change and action to unravel the chaos and destruction the Khartoum regime has ravished across Sudan.  Since regime change is a great endeavor that would also require monumental international backing other solutions should be initiated before the regime change.  This would bring a sense of change to the people while simultaneously raising global awareness and support for the cause. It is important to bring political stability to Sudan and the countries boarding it that have also been involved in the catastrophic events of the Khartoum regime.  Implementing such a regime change would provide a means for a coalition government that could bring peace back to the nations.
